The legend of the Hocking Hills Banshee is a part of Luke's past, first heard and told by his cousin, and now heard and retold as a part of the present in order to entertain. Luke said he only tells the legend of the Hocking Hills Banshee when he is at or near Hocking Hills. In any other context the story would not have had the same effect as it did during the campfire.
